Two bank regulators closed out 2009 by issuing nearly a dozen formal agreements, four cease-and-desist orders and 10 other regulatory orders.

Financial institution failures are often preceded by cease-and-desist orders from banking regulators. The Office of the Comptroller of the Currency reported that it issued the following cease-and-desist orders.

When a bank regulator determines that a particular institution is showing signs of trouble, a formal agreement might be reached with that institution. The agreements often require improvements to lending operations, changes to management and regular progress reports. The OCC and the Federal Reserve announced that the following formal agreements were recently reached.

The OCC said it terminated formal agreements with Canon National Bank in Canon City, Colo.; Capitol National Bank in Lansing, Mich.; First National Bank of Baldwin County in Foley, Ala.; First National Bank of Wyoming in Laramie, Wyo.; and Vartan National Bank in Harrisburg, Pa.

The following individuals have been prohibited from working at federally insured depository institutions.
